Scout.com Evaluation: Chapman is a solid two-way prospect, who makes up for his small size with big-play ability.
While we think he's best suited to play in the secondary (at the US Army Combine in January, he was on Scout's All-Combine Second Team, as he routinely locked down receivers, despite giving a half a foot to several of them), we think he could end up as a slot receiver and returner in college.
Chapman has good quickness and instincts and ball skills. Not the most physical player out there, but is scrappy.
The biggest hold up is his height, at a generous 5-8.
