The new rankings by Scout.com of the West's Top 200 for the class of 2009 are out, with no major changes at the top but a host of new entries into the regional rankings... Santa Ana (Calif.) Mater Dei quarterback Matt Barkley remains the top prospect in the West, with Manti Te'o from Punahou, the top defensive prospect, and #2 overall, in the updated West 200 Rankings.
