Brown Will Announce on Signing Day Premium Story

Justin Brown has been a hot topic for Penn State and Rutgers fans for over a month now and the speculation will have to continue for another six days as the Wilmington, Del., product told Scout.com on Wednesday night that he will not make his college intentions known until he signs his letter of intent on signing day at his high school.
