As a junior, Franklin had 99 tackles, nine pass breakups and six interceptions. On offense he caught 13 passes for 257 yards and three touchdowns. He was named All-Conference, All-City and was also honored as a member of the Baltimore Touchdown Club "Super 22" team.
As a sophomore, Franklin registered 68 tackles, knocked down six passes and intercepted three. He also had eight catches for 198 yards.
